Before you can display your banner, you must create
it first. For that, you have a wide range of software products of
varying prices to assist you. Some are better than others, so find
the best one that suits your budget. Most companies offer a free trial
download for you to try the software, for 30, 45 or 60 days.
If a package seems rather expensive to you, it's probably
because it offers a lot more features than a cheaper package. You
do really get what you pay for, with graphics packages. If you try
out Adobe Illustrator 8.0, you'd understand why many professional
graphics designers use it. But don't opt for the most expensive package,
if you only intend to use it to design banners. Cheaper packages,
such as Paint Shop Pro 5 will do that job just as well.

Paint Shop Pro 5.03 is the latest version of this popular graphics
editor, with powerful new features such as complete layer support,

animated banners (GIFs). Ideal for those on a tight budget, which
included me! It works well for the basic designer, but lacks some
of the more advanced features that you will find in some more expensive
packages.

Free Online Banner Creation Tools
AdDesigner
Choose from over 60 unique, fully-animated ad styles, type in your
text, select the fonts and you're done. Works very well. The only
downside is that every banner has the line, "Free Ad By ADDesigner.com"
in the banner. If you can live with that, give it a try.

Simply choose from 22 different designs, enter your text and the banner
is created. It lacks color and font options.

Several sizes and styles. Banners listed look quite professional.
GoodWebs
Unusual banner request service. You simply request a banner, and they
will design it for you, free! They usually take a few days. In exchange
you will have to include their button in your site. The banners listed
look simple and none were animated.
